Regulatory Affairs Officer – MENA

About the role

dLocal is looking for a Regulatory Affairs Officer to lead licensing strategy and compliance across the MENA region. You will work closely with regulators, external advisors and internal teams to secure and maintain the authorisations needed for the company’s growth.

Key responsibilities

• Support license and registration applications in MENA jurisdictions, from strategy and documentation to regulatory interaction.
• Maintain and update a licensing tracker with application status, timelines and conditions.
• Coordinate with external regulatory advisors and local law firms on licensing, structural questions and regulatory perimeter assessments.
• Contribute to the long‑term licensing strategy for the region.
• Maintain an up‑to‑date regulatory framework per country and entity, covering licences, authorisations, limits and reporting obligations.
• Ensure timely and accurate regulatory reporting and compliance submissions for each licensed MENA entity.
• Assess regulatory impact of new business needs and design compliant operating models.
• Provide expert regulatory advice to internal teams and support merchant onboarding from a compliance perspective.
• Monitor regulatory developments and trends across the region.

Required profile

• Advanced degree in Law, Compliance, Finance or a comparable field.
• 5+ years of experience in regulatory affairs, compliance or legal advisory, preferably within fintech, payments, financial institutions or law firms operating in MENA.
• Deep knowledge of financial‑services regulation in MENA, including payment‑institution licensing, AML/CFT and data‑privacy requirements.
• Fluency in Arabic and English (written and spoken); French is a plus for Morocco‑based candidates.
