Chef de Projet Senior – Mobilité Urbaine et Plans de Circulation

About the role

The client, a large semi‑state institution based in Rabat, is seeking a Senior Project Manager to lead the design and implementation of urban mobility strategies and local traffic plans. Reporting functionally to the central structure, the role will be situated in a strategic urban area and will coordinate closely with local authorities, national transport agencies, infrastructure managers and law‑enforcement bodies.

Key responsibilities

• Design and formalise comprehensive mobility plans and detailed local traffic schemes in collaboration with all institutional stakeholders.
• Chair thematic local mobility committees and ensure smooth information flow to senior management.
• Supervise the deployment of local transport infrastructure and related urban works, monitor compliance, identify delays and implement contingency measures.

Required profile

• Master‑level degree (Bac+5) in transport engineering, civil engineering, urban planning or related field.
• 8‑10 years of experience in transport engineering, urban mobility or large‑scale event logistics.
• Proven track record managing multi‑project programmes within the Moroccan institutional environment.
• Fluent in Arabic, French and English.

Required skills

• In‑depth knowledge of multimodal transport systems.
• Proficiency with project management tools.
• Ability to develop complex traffic plans and master‑plans.
• Strong risk‑identification and mitigation capabilities.
