About the role

The Head of Debt Management is responsible for leading, coordinating and supervising all activities related to debt management, ensuring regulatory compliance and alignment with strategic objectives. The role focuses on debt sustainability, financing cost optimisation and high‑quality financial reporting.

Key responsibilities

• Monitor, analyse and control the debt portfolio.
• Identify short‑, medium‑ and long‑term financing needs and determine the optimal equity‑debt balance.
• Supervise borrowing, repayment and refinancing operations.
• Produce dashboards, periodic reports and forward‑looking analyses on indebtedness.
• Ensure compliance with contractual and regulatory obligations.
• Support budget preparation and cash‑flow forecasting related to debt.
• Coordinate with national and international financial partners and institutions.
• Manage administrative aspects of loan contracts and strict adherence to schedules.

Required profile

• Master’s degree (BAC+5) in Business, Finance, Accounting, Audit, Control or Economics from a recognised institution.
• Specialisation in public finance, financial engineering or debt management is a plus.
• 3‑5 years of experience in finance, financial management or debt management.
• Experience in the public sector or financial institutions is strongly desired.
