Junior Non‑Key Expert – Digital Connectivity Study for Agriculture & Education

About the role
NTU International is seeking three Junior Non‑Key Experts to support the PRIDA II Digital Connectivity Study for agriculture and education. The assignment is based at the African Union Commission in Addis Ababa, with most work performed remotely or on mission.
Key responsibilities
- Assess bandwidth availability, quality and cost for rural agriculture and education across AU Member States and regions.
- Evaluate affordable connectivity options, analysing technical, economic and regulatory feasibility for underserved areas.
- Review financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses.
- Develop policy and implementation strategies to promote sustainable digital connectivity, defining stakeholder roles and proposing investment frameworks.
Required profile
- Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law.
- Minimum three years of experience in connectivity market development in developing or emerging economies.
- Ability to work across the five AU geographic regions (North, West, Central, East, Southern Africa).

- Economic and regulatory feasibility assessment.
