Operations Team Leader – Economic Infrastructure

About the role

The Operations Team Leader will support the Country Operations Manager in developing and managing a portfolio of transport, energy and telecommunication projects across Morocco. The role ensures projects are delivered on schedule, within budget and to the quality standards required to advance socio‑economic development.

Key responsibilities

• Lead pipeline building by engaging with ministries, executing agencies and development partners to identify bankable projects.
• Prepare and oversee project concept notes and integrate them into the Bank’s three‑year work program.
• Conduct comprehensive project appraisals covering technical, economic, social, financial, procurement, institutional and environmental aspects.
• Provide day‑to‑day technical oversight to Project Managers and approve their task deliverables.
• Maintain accurate data entry and system management within the Bank’s Project Management Systems.
• Support the preparation of tender documents, contracts and risk mitigation strategies.
• Contribute to the Bank’s strategic analysis and policy development for the infrastructure sector.

Required profile

• Proven experience in managing large‑scale infrastructure projects, preferably in transport, energy or telecommunications.
• Strong understanding of project appraisal methodologies and development bank procedures.
• Ability to coordinate with multiple stakeholders, including government agencies and international partners.
• Excellent analytical and reporting skills, with a focus on delivering high‑quality documentation.
