Deputy HSE Manager – Casablanca

About the role

ACCIONA is seeking a Deputy HSE Manager to support the HSE Manager in overseeing health, safety and environmental activities for major industrial construction and commissioning projects in Casablanca. The role focuses on ensuring compliance with HSE standards, legal requirements, and fostering a strong safety culture across the project lifecycle.

Key responsibilities

• Assist the HSE Manager in coordinating HSE activities for industrial construction, pre‑commissioning, testing, energisation, start‑up and hand‑over phases.
• Implement and monitor HSE standards, procedures and legal obligations throughout the project.
• Collaborate with EPC teams, subcontractors, commissioning teams, the client and other stakeholders to guarantee HSE compliance.
• Conduct and supervise HSE inspections, audits and compliance monitoring.
• Support emergency response, incident investigation, root‑cause analysis and corrective‑action management.
• Monitor high‑risk activities such as SIMOPS, LOTO, lifting operations, work at height, confined spaces and electrical safety.
• Maintain and improve the project’s safety culture and HSE performance.

Required profile

• More than 10 years of HSE experience in large‑scale industrial construction and commissioning, preferably in desalination or water‑treatment plants.
• Degree in HSE, Engineering, Environmental Science or related field; NEBOSH/IOSH certification preferred.
• Fluent in English and French; Arabic is an advantage.
• Proactive, organised, decisive and able to work under pressure in a complex industrial environment.

Required skills

• Strong knowledge of HIRAC, RAMS, PTW, SIMOPS and LOTO procedures.
• Experience with lifting operations, work at height, confined spaces and electrical safety.
• Competence in energisation activities and high‑risk activity monitoring.
• Sub‑contractor supervision, HSE inspections, audits and compliance monitoring.
