Gender Programmatic Review Consultant (Remote, 3.5 months)

About the role

UNICEF Morocco is seeking a Gender Programmatic Review Consultant to assess the integration and effectiveness of gender across its programme portfolio, with a focus on the Beni Mellal‑Khenifra region. The assignment will support the new Gender Equality Action Plan 2026‑2029 and the UNICEF Strategic Plan 2026‑2029.

Key responsibilities

• Analyse the Country Programme Document results framework and mid‑term review findings to identify gender‑related strengths and gaps.
• Map gender priorities for mainstreaming and flagship sectoral initiatives across health, education, social protection, child protection and other priority areas.
• Develop evidence‑based strategic options to strengthen UNICEF’s comparative advantage in gender equality within Morocco.
• Identify stakeholder roles and opportunities for collaboration with UN agencies, government bodies and civil society.
• Produce a final report with actionable recommendations and a roadmap for implementation.

Required profile

• Advanced degree in gender studies, development studies, public policy or a related field.
• Minimum 5 years of experience conducting gender analyses or programme reviews in a development context.
• Demonstrated knowledge of UNICEF programmes, UN system processes and Moroccan national development frameworks.
• Strong analytical, writing and presentation skills.
