Description du poste
About the role
Roche Morocco's Health Policy Lead acts as the principal strategic institutional representative and macro-level architect of the company's external policy landscape. The role co-creates sustainable macro-frameworks with public, private, military institutions, ministries, NGOs and funding bodies to accelerate access to healthcare innovation, and advises institutional leaders as a peer. It operates in full compliance with local regulations and Roche's compliance principles and Code of Conduct.
Key responsibilities
- Analyze high-level macro-trends and drive evidence-based policy dialogues with national decision-makers to align Roche's objectives with Morocco's UHC goals and national health strategies.
- Cultivate partnerships with public/private health institutions, military health systems, national insurance funds and NGOs, and design large-scale public-private partnerships.
- Lead discussions on sustainable health financing and present alternative funding mechanisms to optimise national health expenditure.
- Help structure access frameworks and value-based care models suited to resource realities.
- Support institutional narratives that protect Roche's equity and position it as a healthcare system partner.
- Bridge Roche's local commercial and medical pipelines with the Enabling Team and Global Squads, and mentor cross-functional teams on political acumen, health economics and ecosystem dynamics.
Required profile
- Master's degree or higher in Public Policy, Health Economics, Law, Political Science, Business Administration or a related scientific field; an MBA or PhD is highly desirable.
- Bilingual fluency in Arabic and French, and professional English.
- 8 to 10 years of progressive, high-impact experience in public policy, institutional relations, public affairs, healthcare economics, management consulting or corporate strategy, with a track record of influencing senior governmental or institutional authorities.
- A healthcare background is highly valued; leaders from consulting, international development, banking or sovereign funds with regulatory and financing experience are also encouraged to apply.
Required skills
- Deep understanding of macro-policy environments, national healthcare funding mechanisms and governance structures, and of the Moroccan public, private and military health apparatus.
- Ability to manage large, complex projects and drive cross-functional alignment without formal authority.
- Digital literacy, strong partnership and coaching abilities, and strong systems thinking.
