Learning & Development (L&D) Manager

About the role

The Learning & Development (L&D) Manager will lead the design, delivery and continuous improvement of technical and functional training programmes for the International Division, with a focus on the Middle East & Africa (MEA) region. The role also oversees the company’s training centre and drives scalable, cost‑effective learning solutions across diverse international contexts.

Key responsibilities

• Develop and implement an L&D strategy aligned with business objectives, safety and quality standards.
• Design regional learning plans for MEA, set KPIs, and measure training impact.
• Lead the creation and roll‑out of technical training curricula in partnership with subject‑matter experts.
• Manage day‑to‑day operations of the training centre, including equipment, health & safety, and third‑party suppliers.
• Act as the L&D lead for MEA, coordinating delivery, mentoring regional staff and aligning competency frameworks with group standards.
• Deliver blended learning approaches (classroom, on‑the‑job coaching, e‑learning, virtual instructor‑led training) and ensure transfer of learning to the workplace.

Required profile

• Bachelor’s degree in Engineering, Education, HR, Business or related field; advanced L&D qualification preferred.
• 6–8 years’ experience in technical training, L&D or competence management within rail, construction or heavy civil engineering, including at least 3 years in international settings.
• Proven experience managing a training centre and designing technical training programmes.
• Fluent in English, French and Arabic (written and verbal).
• Willingness to travel frequently (up to 40%+).
