Senior Project Manager – Industrial Construction & Export

About the role

We are seeking a Senior Project Manager to lead the establishment of our new industrial manufacturing hub in Morocco. Reporting directly to the President of the International Division in China, you will act as the primary liaison between the Chinese headquarters and Moroccan authorities, suppliers, and subcontractors, driving the project from company registration through factory construction to first export shipments.

Key responsibilities

• Lead the full registration of the Moroccan subsidiary, including commercial register, tax ID, social security, customs declarations, and foreign currency bank accounts.
• Coordinate with Moroccan agencies (AMDIE, CRI, Tax Office, Customs, Tanger Med free zones) to secure approvals, fiscal incentives and free‑zone status.
• Oversee site selection, design studies, and the appointment of engineering firms and EPC contractors for precast concrete/steel production lines.
• Supervise construction and equipment installation, ensuring quality, safety and schedule compliance while aligning Chinese design specifications with local engineering.
• Ensure products meet Rules of Origin and obtain certifications (UKCA, BS EN 1090, IBC) and EUR.1 certificates for zero‑tariff exports to the US and UK.
• Build a production traceability system and manage audits by US and UK customs authorities.
• Recruit, mentor and manage a multidisciplinary team and provide regular progress, budget and risk reports to headquarters.

Required profile

• Proven senior‑level experience managing large‑scale industrial construction projects.
• Deep knowledge of Moroccan legal, tax and customs procedures.
• Experience coordinating cross‑border teams, especially between China and North Africa.
• Track record of delivering projects on time, within budget and meeting export compliance requirements.
