Expert suivi‑évaluation & mesure de performance communication

About the role

NTU International is recruiting a non‑lead expert to support the EU‑funded project “Support to visibility, strategic communication, public and cultural diplomacy of the European Union in Morocco”. The specialist will design and implement monitoring, evaluation and performance‑measurement processes for the communication activities of the programme.

Key responsibilities

• Develop and maintain a monitoring‑and‑evaluation framework aligned with results‑based management principles.
• Collect, validate and analyse quantitative and qualitative data on communication outputs, outcomes and impact.
• Produce regular performance dashboards, evaluation reports and evidence‑based recommendations for programme improvement.
• Coordinate with communication teams, partners and stakeholders to ensure data quality and timely reporting.
• Support the integration of M&E findings into strategic communication planning and decision‑making.

Required profile

• University degree (minimum BAC+4) in monitoring‑evaluation, statistics/data science, social sciences, development economics, communication or a related field.
• Fluency in French; proficiency in Arabic, Moroccan Arabic (Darija) and English is an asset.
• At least 5 years of professional experience in monitoring‑evaluation, performance measurement, results‑based management, project/program evaluation or data analysis applied to communication or development (10 years if the academic requirement is not met).

Required skills

• Statistical analysis and data‑analysis techniques.
• Knowledge of monitoring‑evaluation methodologies for communication programmes.
