Learning & Development Manager – International Operations

About the role

The Learning & Development Manager will lead the design, delivery and continuous improvement of technical and functional training programmes across international operations, with a focus on the Middle East and Africa region. The role oversees the training centre and ensures scalable, cost‑effective learning solutions for multicultural environments.

Key responsibilities

• Develop and implement an L&D strategy and regional learning plans aligned with business priorities, safety and quality standards.
• Lead the design, development and delivery of technical training programmes, collaborating with subject‑matter experts and ensuring curricula reflect current industry standards.
• Manage day‑to‑day operations of the training centre, including scheduling, equipment maintenance, health & safety compliance and third‑party supplier relationships.
• Assess training needs, mentor regional L&D personnel and maintain consistent competency frameworks across countries.
• Deliver blended learning solutions (classroom, on‑the‑job coaching, e‑learning, simulations) and evaluate their effectiveness.

Required profile

• Bachelor’s degree in Engineering, Education, HR, Business or related field; advanced L&D qualification desirable.
• 6–8 years of experience in technical training or competence management within rail, construction or heavy‑civil sectors.
• Minimum three years working in international or multi‑country environments.
• Proven experience managing a training centre and designing competency frameworks.
• Fluency in English, French and Arabic (written and spoken) is mandatory.
