Expert suivi-évaluation et mesure de performance communication

About the role

NTU International is seeking a non‑key expert to lead monitoring, evaluation and performance measurement of communication activities for an EU‑funded visibility and public diplomacy project in Morocco. The role supports strategic communication, results‑based management and data‑driven decision‑making.

Key responsibilities

• Design and implement monitoring and evaluation frameworks for communication interventions.
• Collect, analyse and interpret quantitative and qualitative data to assess performance indicators.
• Produce regular evaluation reports and performance dashboards for project stakeholders.
• Provide evidence‑based recommendations to improve communication strategies and increase EU visibility.
• Collaborate with multidisciplinary teams across regions to ensure alignment with project objectives.

Required profile

• University degree (minimum BAC+4) in monitoring‑evaluation, statistics, data science, social sciences, development economics, communication or a related field.
• Fluency in French; Arabic, Moroccan Arabic (Darija) and English are assets.
• At least 5 years of professional experience in monitoring‑evaluation, performance measurement, results‑based management, project/program evaluation or data analysis applied to communication or development.
• If the academic level is below BAC+4, a minimum of 10 years of relevant experience is required.
