Health Systems Consultant – Morocco (ETC)

About the role

The World Bank is seeking a Health Systems Consultant to support its health reform program in Morocco. The consultant will work closely with the World Bank health team and Moroccan government counterparts to prepare, implement, supervise and monitor health sector operations. This is a one‑year extended‑term consultancy based in Rabat.

Key responsibilities

• Provide operational support for preparation, supervision and monitoring of World Bank‑financed health sector operations, including drafting memos, reports and tracking implementation.
• Organize and follow up on missions and technical meetings, prepare notes, summaries and ensure recommendations are acted upon.
• Deliver technical and analytical assistance on health system reforms such as governance, financing, service delivery, human resources, quality of care and pharmaceutical policy.
• Coordinate with Ministry of Health, Ministry of Economy and Finance, High Authority of Health, health insurance agency and development partners to align activities and track progress.

Required profile

• Master’s degree or higher in Public Health, Health Economics, Health Policy, Health Systems Management or related field.
• Minimum five to ten years of professional experience in health systems strengthening, health sector reform or health policy, preferably with Moroccan government institutions.
• Demonstrated ability to support complex reform programmes and development projects, with strong understanding of Morocco’s health system.
• Fluency in English and French (written and spoken); knowledge of Arabic (Darija) is an asset.
• Strong analytical, drafting and communication skills, and ability to work effectively in multidisciplinary teams and engage senior officials.
