Senior Project Officer – Health Systems Strengthening (Consultant)

About the role

PATH is seeking a Senior Project Officer (Consultant) to lead health‑system strengthening activities focused on hypertension, cardiovascular disease and chronic kidney disease in Morocco. The assignment runs from July 2026 to June 2028 and will be delivered in close partnership with the Moroccan Ministry of Health and Social Protection (MHSP) and local NCD stakeholders.

Key responsibilities

• Develop and implement a country‑wide strategy to improve screening, diagnosis, treatment and follow‑up for hypertension, CVD and CKD at primary health‑care level.
• Engage and coordinate with MHSP, district health authorities, NGOs and other public‑health programmes to ensure alignment and technical quality.
• Facilitate stakeholder workshops, convene regular coordination meetings and maintain clear communication channels between PATH and in‑country partners.
• Monitor project performance, collect and analyse data, and produce technical reports for PATH global team and MHSP.
• Provide technical assistance to health‑facility staff on NCD case management and support the development of national guidelines and registries.

Required profile

• Advanced degree in public health, health systems, epidemiology or a related field.
• Minimum 5 years of experience managing NCD or health‑system strengthening projects in low‑ or middle‑income settings.
• Proven experience working with ministries of health and multi‑sectoral partners.
• Fluency in English; French or Arabic proficiency is an advantage.
• Willingness to reside in Morocco for the contract duration.
