Stakeholder Relationship Manager - Biosecurity Capacity Building Project

About the role

Labyrinth Global Health is looking for a Stakeholder Relationship Manager to act as the main link between an international engineering contractor, Morocco's Institut National d'Hygiène (INH), and relevant government agencies for a biosecurity capacity-building project funded by the U.S. Government. The project covers the design, construction, equipping and commissioning of a Pathogen Consolidation Unit (PCU) on the INH campus in Rabat, plus training in facility operations, biosafety and biosecurity and next-generation sequencing. The role is based on-site at the INH campus in Rabat, with occasional travel to Casablanca, and runs for about 42 months.

Key responsibilities

• Act as the main contact between the contractor and INH leadership, department heads and laboratory staff, and identify INH personnel for training, assessments and working groups
• Attend design review meetings, prepare weekly status reports and meeting minutes, and coordinate with INH's quality management on integrating PCU procedures
• Coordinate construction, permitting and regulatory matters, track licenses and permits, and support commissioning and the final acceptance test
• Manage pathogen consolidation logistics, chain-of-custody documentation and the operational transition of the PCU into INH's laboratory network
• Organise training logistics for O&M, biosafety and biosecurity and NGS/bioinformatics courses in Rabat and Casablanca, including venues, lodging and materials
• Facilitate high-level meetings between U.S. government representatives, the contractor and Moroccan counterparts

Required profile

• PhD with 2+ years, or Master's with 3+ years, or Bachelor's with 5+ years of relevant experience
• Degree in a relevant field such as life sciences, public health, international relations, public administration, project management, institutional management or communications
• Experience coordinating with host-country government entities, health ministries or regulatory authorities
• Fluent English and French (written and spoken); Arabic strongly preferred
• Willingness to be based in Rabat for the duration of the project

Required skills

• Institutional coordination in complex environments such as national laboratories or research institutes
• Stakeholder management, cross-cultural communication and multi-party coordination
• Familiarity with biosafety, biosecurity or laboratory operations concepts (technical expertise not required)
• Understanding of construction coordination, permitting and regulatory compliance

Preferred: prior experience with INH, the Ministry of Health or Institut Pasteur du Maroc; project coordination or partnership development experience; background in biological safety or public health security; professional certifications in project management or biorisk management.
