Monitoring, Evaluation and Learning (MEL) Advisor

About the role

Spark is seeking a Monitoring, Evaluation and Learning (MEL) Advisor to support the inception phase of a gender‑focused entrepreneurship programme in Morocco and Tunisia. The role is home‑based with required travel to the two countries and will run for approximately 60‑75 working days between September and December 2026.

Key responsibilities

• Develop and adapt a MEL framework aligned with programme objectives.
• Design data collection tools, indicators and learning mechanisms.
• Collect, analyse and validate quantitative and qualitative data.
• Produce regular monitoring reports and a final learning synthesis.
• Provide guidance to programme staff on data quality and use of findings for decision‑making.
• Coordinate travel logistics and ensure timely field visits in Morocco and Tunisia.

Required profile

• Proven experience in monitoring, evaluation and learning for development programmes.
• Experience working on gender‑related or entrepreneurship initiatives is preferred.
• Ability to work independently on a consultancy basis and travel as needed.
• Fluent English; knowledge of French or Arabic is an advantage.
