People and Culture Specialist (P-3) – Nouakchott

About the role

UNICEF is seeking a People and Culture Specialist (P‑3) to join its team in Nouakchott, Mauritania. The role supports the implementation of human‑resources services that enable UNICEF’s programmes to achieve their objectives and improve outcomes for children. You will work closely with programme staff and senior managers to align HR practices with business goals.

Key responsibilities

• Provide HR business partnering and strategic HR advice to line managers.
• Implement assigned HR services, including recruitment, performance management and employee relations.
• Develop and deliver learning and capacity‑development initiatives for staff.
• Conduct HR data analytics to inform decision‑making and improve service delivery.

Required profile

• Demonstrated experience in delivering HR services in an international or development context.
• Ability to anticipate HR needs and design solutions that align with organisational objectives.
• Strong understanding of HR business partnering, strategic HR, learning and development, and data analytics.
