Gender Programmatic Review Consultant (Remote, 3.5 months)

About the role

UNICEF Morocco seeks a Gender Programmatic Review Consultant to assess the integration and effectiveness of gender across its programme portfolio, with a focus on the Beni Mellal‑Khenifra region. The assignment lasts 3.5 months and is fully remote.

Key responsibilities

• Analyse how gender equality is articulated within the Country Programme Document and the recent mid‑term review.
• Identify progress, gaps and opportunities for gender mainstreaming across all sectors.
• Map stakeholder roles (UN agencies, government, civil society) and propose collaborative pathways.
• Develop strategic, evidence‑based options for flagship gender initiatives in health, education, social protection, child protection and other priority areas.
• Produce a final report with actionable recommendations and a roadmap for implementation.

Required profile

• Proven experience in gender analysis, programme evaluation or related consultancy.
• Familiarity with UNICEF policies, gender equality action plans and the Moroccan development context.
• Strong analytical, research and report‑writing skills.
• Ability to work independently and deliver high‑quality outputs within tight timelines.
