National Consultant for Women-Owned SMEs Digital and Financial Capacity (Mauritania)

About the role

The Economic Commission for Africa (ECA), through its Subregional Office for North Africa (SRO-NA) in Rabat, is implementing the DA-18 project to strengthen the digital and financial capacity of women-owned SMEs (W-SMEs) in Africa. The National Consultant will support the project at country level in Mauritania, reporting to the Project Manager and under the overall supervision of the Director of SRO-NA. The expected duration is 5 months.

Key responsibilities

• Carry out a comprehensive assessment of the digital and financial inclusion gaps affecting women-owned SMEs in Mauritania.
• Support the organisation and delivery of the National Stakeholders Workshop, including background notes, agenda and a summary report.
• Develop a Country Module on the Institutional and Regulatory Ecosystem for Digital Trade and Digital Finance, accessible to W-SMEs with disabilities.
• Prepare a country-specific policy paper with recommendations and an implementation plan, aligned with AfCFTA digital trade provisions.
• Deliverables: work plan, national diagnostic report, workshop support, country module and policy paper.

Required profile

• Advanced university degree (Master's) in economics, trade, digital economy, business administration or a closely related field; a first-level degree plus two years of qualifying experience may be accepted instead.
• A PhD in a relevant discipline is an advantage.
• At least seven years of progressively responsible experience in economic analysis, trade policy, SME development, digital economy policy or related fields.
• Proven experience facilitating stakeholder consultations and delivering workshops.
• Demonstrated experience in policy analysis, especially digital trade and fintech; knowledge of AfCFTA processes is desirable.
