Operations Team Leader – Economic Infrastructure

About the role

The Operations Team Leader will support the Regional Hub in Rabat by overseeing a portfolio of transport, energy and telecommunication infrastructure projects. Reporting to the Country Operations Manager, the role ensures projects are delivered on schedule, within budget and to the Bank’s quality standards, contributing to socio‑economic development in the region.

Key responsibilities

• Lead pipeline building by engaging with ministries, executing agencies and development partners to identify bankable projects aligned with national priorities.
• Prepare and review project concept notes, ensuring inclusion in the Bank’s three‑year work program.
• Oversee project appraisal, covering technical, economic, social, financial, procurement, institutional and environmental aspects.
• Coordinate with sector teams and external partners to refine appraisal documents and secure co‑financing.
• Manage project approval processes, track progress, and produce regular reporting for senior management and the Board.
• Provide technical oversight to Project Managers, ensuring compliance with operational, financial and procurement policies.
• Maintain data entry and system management within the Bank’s Project Management Systems.

Required profile

• University degree in engineering, economics, finance or a related field.
• Proven experience in managing infrastructure projects (transport, energy or telecom) in a development or multilateral environment.
• Strong understanding of project appraisal, procurement and risk mitigation.
• Excellent communication skills in English; French or Arabic is a plus.
