Consultant – Strategic HR Planning & Competency Management Systems

About the role

The United Nations Economic and Social Commission for Western Asia (ESCWA) seeks a national consultant in Morocco to support the Ministry of Digital Transition and Administration Reform in modernising its human resources management. The consultancy will design and implement a strategic, competency‑based workforce planning system that enhances institutional performance and prepares the Ministry for digital transformation.

Key responsibilities

• Review and update job and competency reference frameworks.
• Develop strategic workforce and competency planning tools.
• Improve recruitment, training, mobility, and evaluation processes.
• Identify current and future competency gaps and propose mitigation measures.
• Support continuity of critical competencies and knowledge transfer.
• Enhance institutional readiness for digital transformation and administrative reform.

Required profile

• Moroccan national with proven experience in strategic HR planning or competency management.
• Background in public‑sector HR reforms, workforce modernization, or related fields.
• Strong analytical and documentation skills.
• Ability to work independently and deliver results within a four‑month timeframe.
