About the role
The United Nations Economic and Social Commission for Western Asia (ESCWA) seeks a national consultant in Morocco to support the Ministry of Digital Transition and Administration Reform in modernising its human resources management. The consultancy will design and implement a strategic, competency‑based workforce planning system that enhances institutional performance and prepares the Ministry for digital transformation.
Key responsibilities
- Review and update job and competency reference frameworks.
- Develop strategic workforce and competency planning tools.
- Improve recruitment, training, mobility, and evaluation processes.
- Identify current and future competency gaps and propose mitigation measures.
- Support continuity of critical competencies and knowledge transfer.
- Enhance institutional readiness for digital transformation and administrative reform.
Required profile
- Moroccan national with proven experience in strategic HR planning or competency management.
- Background in public‑sector HR reforms, workforce modernization, or related fields.
- Strong analytical and documentation skills.
- Ability to work independently and deliver results within a four‑month timeframe.
