Operations Team Leader – Social Infrastructure

About the role

The Operations Team Leader will support the Country Operations Manager in developing and managing a portfolio of social infrastructure projects across education, health, water & sanitation, and urban development. The role ensures projects are delivered within approved costs, timelines and quality standards, contributing to the Bank’s mandate for socio‑economic development.

Key responsibilities

• Lead pipeline building by engaging ministries, executing agencies and development partners to identify bankable projects aligned with country and Bank priorities.
• Prepare and oversee project concept notes and integrate them into the Bank’s three‑year work programmes.
• Coordinate project appraisal processes, ensuring comprehensive technical, economic, social, financial, procurement, institutional and environmental analyses.
• Facilitate project approval, managing documentation, stakeholder communication and adherence to delegation of authority.
• Supervise Project Officers, providing day‑to‑day technical oversight, risk mitigation and progress reporting.
• Contribute to the Bank’s operational, financial and procurement policies, as well as knowledge‑management initiatives.

Required profile

• Proven experience in managing social infrastructure or development projects, preferably in education, health, water & sanitation or urban development sectors.
• Strong understanding of project appraisal, approval and implementation processes within an international development bank context.
• Ability to work collaboratively with government agencies, development partners and internal teams.
• Excellent analytical and reporting skills, with a focus on risk identification and mitigation.
