Oracle Health EDGE Development Manager

About the role

Oracle Health is looking for a Software Development Manager to lead its Global EDGE Development team based in Casablanca, Morocco. The team builds internal automation tooling and customer EDGE development deliverables for Oracle Health customers. The role combines people leadership, technical judgment and delivery ownership, partnering with product, consulting, customer, architecture, security and operations stakeholders to turn business needs into durable technical solutions.

Key responsibilities

• Lead, coach and develop software engineers through feedback, career planning, performance management and clear delivery expectations.
• Set technical direction and delivery priorities for the EDGE and Internal Development team, balancing roadmap commitments, customer needs, operational work and risk reduction.
• Guide the design, development, testing, deployment and support of APEX-based applications and services running in Oracle Cloud Infrastructure.
• Partner with internal and external customers to clarify requirements, communicate trade-offs and deliver solutions.
• Establish engineering practices for code review, design review, automated testing, observability, performance, resiliency, release readiness and incident learning.
• Ensure adoption of OCI standards, DevOps practices and security and compliance controls for healthcare environments.
• Provide technical leadership across Oracle APEX, Oracle SQL, Millennium data-model integrations, CCL utilities and Oracle Analytics Cloud.
• Resolve cross-team dependencies and promote responsible use of AI-assisted engineering tools.

Required profile

• 8+ years of professional software engineering experience delivering complex production software, including leading or managing software engineers.
• Demonstrated people-leadership skills: coaching, feedback, performance management, career development and building inclusive, high-performing teams.
• Strong technical background in application development, database technologies and cloud-based software delivery.
• Ability to lead engineering work across requirements, design, implementation, testing, deployment, sustaining and release delivery.
• Experience with distributed teams and diverse stakeholders, and strong written and verbal communication.
• Familiarity with AI-assisted development tools and the ability to set responsible team standards for them.

Required skills

• Oracle APEX, Oracle SQL, Oracle Cloud Infrastructure or comparable platforms.
• Basic minimum: Java EE/Jakarta EE, JavaScript/TypeScript, Node.js, React, HTML5/CSS, Python, T-SQL and MySQL.
• REST APIs, WebSphere, SAML, OAuth 2.0, SSL/TLS certificates.
• Preferred: Oracle Health Millennium, CCL, Oracle Analytics Cloud, FHIR, OCI, WebLogic, OpenID Connect, JWT, CI/CD, Docker, Elasticsearch.
